The Cabinet Ministers on June 24, 2011, have approved the implementation of the Pagoh Higher Education Hub (PEH) Project in Muar, Johor, through a Public-Private Partnership (PPP) arrangement via the Private Finance Initiative (PFI) method. It is to be carried out by Sime Darby Property Berhad (SDPB) as the concession company. SDPB will design the PEH facilities according to the specifications set by the Government, construct and maintain the Build-Lease-Maintain-Transfer (BLMT) concept buildings with full financing provided by SDPB.
Sime Darby Property Selatan Sdn. Bhd. (SDPS) as the Special Purpose Vehicle (SPV) Special Purpose Vehicle (SPV) has been granted the authority to design the PEH facilities as per Government specifications, construct and complete the facilities, and maintain the buildings with financing fully covered by the concession company. The Concession Agreements for all four components of this project, namely the Polytechnic and Shared Facilities, UTHM, UIAM, and UTM, were signed on November 7, 2012.
Pembangunan HPTP adalah melibatkan kawasan seluas 1,000 ekar yang mana akan dibangunkan secara berfasa. Fasa pertama melibatkan keluasan tanah 500 ekar. Pembangunan HPTP ini melibatkan 4 buah Institusi Pengajian Tinggi Awam (IPTA) iaitu Universiti Tun Hussein Onn (UTHM), Universiti Islam Antarabangsa Malaysia (UIAM), Universiti Teknologi Malaysia (UTM) dan Politeknik Tun Syed Nasir Syed (PTSN). Selain itu, HPTP ini juga akan dilengkapi dengan Kemudahan Gunasama Berpusat (Shared Facilities) dan bangunan Sistem Pengkokolan Air (District Cooling System).
The PEH project involves a Public-Private Partnership Unit (UKAS) acting as the central agency to coordinate PPP projects, the Ministry of Higher Education (MOHE) as the client, and PTSN, UTHM, UIAM, and UTM as end-users. Furthermore, MOHE has established a section at PEH, namely the Special Projects Section of the Pagoh Higher Education Hub , responsible for planning, managing, and coordinating the operation of Shared Facilities at PEH.
The development of the Pagoh Higher Education Hub (PEH) adopts a clustered concept according to institutions, taking into account the centralized Shared Facilities. Shared facilities will be shared among each institution within the Pagoh Higher Education Hub and the local community.
CONCESSION PERIOD
The concession period for the HPTP project is 23 years, including a 3-year construction period starting from May 2, 2014, until May 1, 2037. Meanwhile, the concession payment by the Government for 20 years starting from May 2, 2017, which is the date the project is completed and accepted by the Government/IPT, until May 1, 2037. There are three (3) types of payments that the Government needs to make to the concessionaire company during this 20-year period: facility payments (Availability Charges), maintenance (Maintenance Services Charges), and contributions to the Maintenance Reserve Fund (MRF) for the Asset Management Programme involving equipment replacement (subject to the concession contract). Additionally, the Government also needs to make a one-off payment of 3% of the contract value for PFI related costs within one (1) year after project acceptance.

Student Capacity
Based on the Laboratory Value Management (VM) Report, the objective of PEH is to fulfill the Ministry's planning as outlined in the National Strategic Higher Education Plan (PSPTN). Through PSPTN, the Ministry needs to accommodate at least 45% of the demand from the cohort aged 17 to 23 years by the year 2015 and 50% by the year 2020, which is estimated at two (2) million students. The development of HPTP also aims to implement a culture of shared and collaborative facility usage among Higher Learning Institutions and between faculties and departments within Higher Learning Institutions.PEH is expected to accommodate up to 10,800 students by the year 2020.
